I wouldn't call it a problem.  It's more a security feature.  It makes 
it so that only those who are likely to configure sendmail correctly 
will be using it. ;-)

Redhat has been doing a lot in recent releases to improve their image as 
a security concious distribution.  I think this is part of that.
