[lug] Locking mail spools

I'm looking to lock some mail spool files. This is in a Perl script,
and creating a .lock file or using flock on exclusive (2) doesn't seem
to prevent the popper from downloading a user's email while I have the
lock.

Does anyone have some suggestions? The general thing I'm doing here is
writing a program that splits out mail from one spool into many.
