Rob's right... but portmapper does provide a conceptually similar
function... It allows your machine and a remote machine (once an initial
connection has been established) to agree on a port(s) to use.  You may be
thinking of this?

No.  /etc/services, /etc/networks, /etc/resolv.conf etc. are all completely
local.
Amazingly, there is no standard way to advertize services your computer
provides.
