Try Tom's root and boot.

Although I am having problems getting it to create the disk
 under RedHat 7.2. It gives me an error when it tries to 
format at 1.72meg.
tomsrtbt-1.7.361 $ ./fdformat /dev/fd0u1722
Double-sided, 82 tracks, 21 sec/track. Total capacity 1722 kB.
Formatting ... 
ioctl(FDFMTTRK): Invalid argument
I haven't figured that one out yet.
It did work under previous versions though.
