[lug] attbi: misconfigured BROADCAST addr, etc?

On my AT&T broadband connection, I've seen dhcpcd returning results
since Tue evening, but they seem bogus to me and things aren't working
for me (linux redhat 7.1).
But I can use tcpdump to watch lots of arp activity, etc., on
the network, so I'm clearly connected.
In particular, the BROADCAST addr seems bogus, I would think, given
that netmask (and the clients I see arp requests for), that it should
be 12.253.87.255

The 4-day lease is better than I've heard elsewhere, but worse
than @home.
I've tried this with no luck:
 ifconfig eth0:0 12.253.85.170 broadcast 12.253.87.255 netmask 255.255.252.0
I've disabled ipchains for this testing.
I'm near 40th and Baseline in Boulder (if there were a 40th....)
Any advice?
As a separate matter, I now can't reach mail.attbi.com from the
dial-up line I'm using in the interrim.  It was working earlier in the
week:
 $ telnet mail.attbi.com smtp
 Trying 216.148.227.71...
Just hangs for a while....
Do they now firewall out the rest of the world?
