That update was in turn updated, and is now outdated :) So it isn't
there.

Substitute:
ftp://updates.redhat.com/7.0/en/os/i386/openssh-2.9p2-11.7.i386.rpm

You'll see the patchlevel has gone up from 8 to 11.
