Hmm, just installed a new 7.1 from Debian  (pain in the neck on a 
runnig system), and from what i can tell one has the option to specify
a password file in 'pg_hba.conf'. This file can hold plain text or 
encrypted passwords  (using 'crypt'). Since the file can be specified
as per hba_conf entry one can create different files/passwds per 
database/connection type. What else do you need? Oh, and there's
connections over SSL as well, just for the paranoid of us ;-)
