I've used Together (very $$$, http://www.togethersoft.com) and ArgoUML
(BSD license, http://argouml.tigris.org/).
Together is so superior as a complete environment that it's hard to
compare the two; also, my impression is that it is rapidly gaining
(i.e., increasing its lead) on its competitors. For a proprietary
product it is remarkably open (can link to emacs, cvs, etc.) and it
has an excellent user interface.
For just learning and messing around, though, Argo is fine.
