My take on this is slightly different, but with the same result. I
think there are several factors leading to an ugly mess.
1. Lots of unemployed engineers
2. Ease of submitting resumes to jobs via internet
3. Lots of recruiters without a lot of job openings
4. Ease of contacting recruiters through internet
What happens is that if a company posts a job, lots of peole submit
resumes. Lots of people send there resume to many recruiters.
(Remember when a recruiter was someone you had an actual relationship
with?) All these recruiters also submit resumes.
So basically the hirer gets spammed with resumes. They can barely
skim them if they want to get any other work done, so they look for
reasons to toss out resumes. Only 3 years java--out! Who cares how
good they are or how much C++ they've done. Never worked with
PCVS--toss it! It doesn't matter that they are a perfect fit
otherwise.
For example, we advertised for a Java Architect about 4 months ago and
received job 150 applications, including people just out of technical
school. In all we found 3 people to interview. If we had only had 20
submittions we might have looked more kindly on some of them.
Basically, the only way to get a job right now is to know someone on
the inside, that way you can cut through this feature matching bull.
So I agree with you, they won't consider anything but a perfect
resume.
