You might try asking this over on the Boulder Perl Mongers list[0],
it's a bit more up their (our) alley. If you're particularly
interested in network programming with Perl both Lincoln Stein and
Paul Barry's books are great (though you'd probably want to start with
Stein's).
The example works fine for me once I change the IP address to
127.0.0.1 - are you sure that there's a 192.168.1.108 on your network?
That's RFC1918 private address space, so unless you're using that
netblock you're never going to get an answer back. 1918 addresses are
never meant to be routable.
