What's wrong with (gasp!) plain HTML?  Maybe an editor macro to insert
timestamp & anchor?  CSS to make it pretty?  Move a chunk of text once
a month for archiving?

Databases, PHP, etc, etc ... madness.

p.s. Having vented like that, I wouldn't mind finding a nice static
     HTML preprocessor; keeping the table of contents and index
     current for

     would be made much easier with such a beast.  The pain of doing
     so by hand has always seemed lower than the pain of writing a
     competent general-purpose one (or coercing m4 or similar).
