[lug] Modem setup question

Anyone any suggestions on getting a new modem running on redhat 7.2?
The modem is a us robotics 5687 which runs ok on other systems, but on linux
the internet dialer claims the modem is busy. Where is the busy status held?
 
And - are there any built in utilties, such as checkit or norton utilities
that give some idea of the hardware?
