Is that a 10 Mbit/sec card in full duplex, or a 100 Mbit/sec card in 
"slow-plex"? If it is a 10 and it does 15 Mbit/sec (full duplex), then 
it is averaging quite well (7.5 Mbit/sec each way is nothing to sneeze 
at on a 10).
