Do you mean the installer, as in anaconda, or something post-install?

post-install, /usr/sbin/netconfig works well if you can handle the dialog
interface.

That binary is part of the netconfig package:

rpm -ql netconfig-0.8.11-7
/usr/sbin/netconfig
