dhcp package doesn't ship with a default /etc/dhcpd.conf file. ;( 

you can do: 

cp /usr/share/doc/dhcp-2.0pl5/dhcpd.conf.sample /etc/dhcpd.conf

and edit that one. 

In thse cases I often do: 

rpm -qli dhcp

and it will list all the files in that package.
