[lug] pppd loses sticky bit

hi all,
I am using diald with wvdial as chat script to dial and establish pppd 
between two PC's. 
Since pppd has to run as root, to allow other users i am setting the 
sticky bit for pppd. In some rare cases, the sticky bit gets detached and 
the pppd is not established.
Can anybody give a hint on why this happens.

I am using RedHat linux 7.2 on a celeron PC.
