Hi,

OpenOffice.org does some pretty good layout with frames. You can flow from one to
another, on a different page, and also use sections, columns, etc. to pretty good
effect.

Flow around images is good, and I think you should be able to do background images
through floating frames or other things--slight hacks but not too tough.

Easy to download and try out.
