With respect to domain name registrars supporting spammers,
there seem to be two groups of people we're talking about here ...

1. Those who send spam
2. Those whose site names are used as the bogus return addresses
for spam

The first group is the perps; the second seems to me to be one of
the many victims of spam.

When people mention that registrars are lenient with spammers,
do they mean lenient with group 1 or 2?  It seems to me that
detecting group 1 is difficult, since they use bogus addresses
anyway.  True?
