Your router would have to "know" that the machine was off and generate a
"magic packet" to activate the system.  Meanwhile the packet that started
the whole thing would be dropped.

So you'd need a really smart router to make a very kludgey remote wakeup
system.

OTOH you could use one of those remote reboot devices to bring up power. 
You'd need a MB that can be configured to power on when it receives AC.

OR you could put a little IP addressable relay in parallel with your power
switch ;-)
