Just for my amusement, try telneting to localhost from the system in
question.

I think that this message means that no TCP connection is being made. 
That means that either nothing (xinetd) is listening on the port or that
there is a firewall in the way (or that the IP is wrong!).

What does your xinetd log say when you attempt to connect?

If it doesn't say anything your next step is tcpdump.
