[lug] Scrolling in KDE

I abandoned my wheel mouse because it was causing pain.  But I can't stand the 
thought of going back to scrolling with the sliders.  I have noticed that if 
you hold down the L and R buttons together in KDE, you can scroll the page by 
moving the mouse.

A few times I have somehow, accidentally, "locked-in" this scrolling mode so 
that I can scroll this way without holding down any buttons.  Hope this makes 
sense.  Can someone elaborate on how this works?  Can't find it in the KDE 
docs.
