Here is some Perl that does it. As I recall, you can do it either of two
ways. The script shows both.

Can anyone tell me if WOL sends its "magic cookie" bytes on snmp ports?
If the machine is turned off, except for the trickle power that runs the
net card for WOL, I would almost expect some form of broadcast, and not
a specific port. I'm trying to figure out firewalling for it (via a
separate firewall, obviously not on the machine that is turned off).
