[lug] CU-boulder install-fest

Downstairs in the ECE Capstone area (e-center) would be pretty nice, lots of
room and i don't think it's busy with classes in the summer. plus who ever is
in charge of the space might give some respect to the cause. Dunno who's in
charge of it, tho. i could ask. Is there a formal way to propose these
things, or do you just ask around?
