Have you checked the LSB?  Some checklist
(http://www.linuxbase.org/test/fhschecklist.html) says they should go in
/etc/opt (ugh).  It references "3.12.2" whatever that is.  The only
occurrence of 3.12.2 on their page seems to be that reference.
