This is sort of a strange way of putting it. My understanding is that
binaries *are* GPL, since they are derived works of the GPL source.
Nothing in the GPL requires anybody to distribute code to any
interested party -- you can always choose not to distribute at all.
And, I think, you only have to give the sources to those to whom you
have distributed a binary.
The betas for this stuff are available online.
I don't think you really have to worry about RH violating the GPL,
since the engineering staff wouldn't stand for it.
