I'll throw in a plug for 'yum'.

It's 1/10th the code size of apt. 

It's written in python. 

It uses the rpmlib the same way redhat's installer does. 

It's included in the latest redhat rawhide/beta, so will be in the
next release. 

It handles kernel updates correctly. It will figure out the newest
kernel and install it, and then determine if you are using lilo or
grub and make the needed modifications to boot that kernel on next
boot. 

It's easy to setup repositories. (just run 'yum-cache' on a bunch of
rpms to make the .hdr files yum needs). 

Fedora.us and freshrpms.net both support yum access to all their
repositories (all the os, updates and extra rpms from 7.3, 8.0, 9, and
even rawhide). 

The main yum developer is active on the redhat lists. 

yum is free software, no need to register. Also, none of the
information about your system is stored on the server side, yum keeps
all that on your client side.
