What do you mean by flush?
If all your memory and all your swap is used, where can those
processes go? If you can find the process(es) that are using all the
memory you should be able to kill/restart just those.
If you have enough memory available and want to swap everything back
into memory from swap, you can do a 'swapoff -a'.
