Look at the Qwest and Comcast web pages.  They'll be happy to tell you 
if they provide service to the phone number (not necessarily accurate, 
but the odds are in your favor).

Qwest has a basic rate for DSL ($10/mo on top of the DSL fee) for an IP 
only.
