In recent GNOME gdm configurations, there is a stanza for InfoMsgFile.

Place the text you want in a file somewhere, and put the filename and
path in the gdm.conf file. Works on Fedora Core 3.

Like this:

InfoMsgFile=/etc/X11/gdm/InfoMsgFile
