Playing around with it yesterday I figured out it is for a set time. 
And today I have satisfied myself that it does use a 24hr clock.  Around 
11 AM today I set my machine to shutdown at 1:00 and it went right past 
1:00 without doing anything.  For those of you in NOAA's DSRC, don't 
forget about the power outage in C and D tomorrow at 6:30!
