Ok.  Except in the case of IPv6, it's likely that the Tier 1s are the ones
who can't handle the 4x increase in data processing overhead.  When you're
already running on the highest-end iron out there, and just keeping up,
how do you switch to a protocol that requires, say, 4x the horsepower?

I'd imagine that something like 99% of the traffic hits a tier-1 provider.
The above quoted statement kind of falls down when it's 99% of the people
who don't come along.
