Correct. Due to long life cycles and support, version upgrades are very
much avoided once the OS has shipped. Instead for security and serious
bugs, fixes are back ported from the newer versions of software like
mysql and php.

Not from CentOS. 
There may be projects that provide their own packages for CentOS
however. I know there are new postgresql packages for CentOS4/RHEL4 for
example from postgresql.

You will need to find them from either the software project themselves
or a 3rd party repository.

Depending on your plans, you may want to look at the CentOS/RHEL 5
beta. That will have newer versions of php and mysql in it when it's
released. I'm not sure if CentOS 5 beta is out yet, but they were
talking about releasing one in december.
