[lug] DST patches for Redhat 7.2 and 8.0?

Oddly, I just fixed this yesterday.  Just take /etc/localtime from
Fedora and pop it in.  The file is also in
/usr/share/zoneinfo/MST7MDT.  I didn't bother updating the other
files, but I'm pretty sure you could copy /usr/share/zoneinfo from
FC5, and it would work.
