[lug] DST patches for Redhat 7.2 and 8.0?

I had to update an old Redhat for new tzdata.  I just took the new
tzdata RPM package and force-installed it.  Works fine.

I'm not sure if you can rebuild tzdata from a src.rpm of its own, I
think it might build from glibc.
