Control Center > Regional & Accessibility > Keyboard Shortcuts
This is where "global" shortcuts are defined-- things dealing with
windows and desktops and such. It might be defined in there, in which
case you can select it and change the shortcut to "none".
Control Center > Regional & Accessibility > Input Actions
This is where you can define your own global shortcuts-- keys that
launch applications, adjust your speaker volume, etc.
K Menu > Settings > Menu Editor
This is where you control application shortcuts. (Note that the Menu
Editor entries are also in the Input Actions area above.)
In the latter two, you can define a new shortcut for the F12 key, and
KDE should prompt you with something like "This key is already assigned
to Beagle Search" (or whatever) and you can elect to override it.
