[lug] need used phone "butt tester"

The official name is a "telephone test set."  
 
I own one and live in Westminster.  If you would like to borrow it, you can call me at the number below.  
 
If you want to buy your own, one of the cheaper models is the Resi-Talker™ Test Set (http://www.lashen.com/vendors/testum/resi.asp#lb300).
 
But honestly, most of the time a $5 polarity tester from Radio Shack / Target and a standard corded phone will work just fine as a tester; if you really need "flying leads" just get a 3-foot phone cord and strip one end so you have a foot of red and green wire exposed.  It just doesn't do surreptitious monitoring, like you can do with a butt set.
