[lug] apache mod_access

My apache config recognizes mod_access directives like the following:

Allow
Order

In order for that to happen, apache requires mod_access.  Either

1) compiled into apache
2) loaded as a module

But i can't find it in either of those places.  It's not loaded in
httpd.conf and it doesn't appear to be running in my httpd instance.  I'VE
CONFIRMED THAT MY mod_access DIRECTIVES INDEED WORK THOUGH (by enabling
them and disabling them to check). So where is it getting loaded???
