I got lots of good recommendations.  I thought I'd follow up with a
little basic research I did.  Note that I'm only looking for a registrar
as tummy.com will still handle all ISP services for me.  In the end I
went with Jon Corbet's suggestion of Joker.com.

Joker.com:
    No charge for transfers
    First year $6/year 
    $12/year for .com, .net, .org
    Based in Switzerland

Stargate (US2.net):
    $5.95 for transfer
    $9.95/yr for .com, .net, .org
    Interesting note:  one of the first 100 .com domains registered.
    Based in Chicago

LiquidDesign.com
    Web hosting mostly but also does registrations
    Email for pricing
    No information on domain transfers

Dynadot.com
    Transfers and renewels: $8.99/yr

DomainDirect.com
    Transfers: $12.99

Moniker.com: 
    Doesn't list pricing (that I could find)
