I don't think it's so much people who are able to do this as it is
people who *will* do it. Granted some projects make it easier to do
than others. Karl Fogel has a good perspective based on getting
translations of a book he wrote:

But it still takes people trying to contribute.

Are there any Open Source C# programs? Would those count as real-life
examples?
