Permissions are probably part of it but I'd guess there's something
managing the sound device to make multiple access (is that artsd in 
KDE?)  So if that thing has exclusive access to the sound device you 
need to make it accessible to one user while it's being run by the other 
user.

I'd guess that software exists to do that but I don't know anything 
about it.
