bivio.com serves thousands of investment clubs doing their accounting
and taxes.  We bounce our servers to do releases weekly or sometimes
more often.  We want to do this during the day so that if anything
goes wrong, we are awake and other people are around to help.  If our
server wasn't ready to serve after 12 seconds, people would
notice. :-) We had about 1.6M hits so far this month.  Yesterday we
generated over a 1000 tax forms.

You are caching too much.  Read your meta-data lazily as people hit
your site.  You'll find everybody is happier. :-)
