I see your point, but let me see if I understand it fully what you mean.

Say that I make a derivative work today. I start using it (without
releasing any source code). While it's used, I make further
improvements. After a year, I shall release my first changes. I don't
have to release the latest things, right?

This sound like a neat idea, but I don't think there is room for
middle ground between the GPL fanatics (like me :-) and BSD fanatics.
Kudos to you, if you will succeed!
