[lug] Server slows down Internet

I have network with PCs and a server on it.
Every once in awhile, the network slows down.
We've had trouble with old hubs before, but this looks like a connection to the server.
If I unplug and re-plug the cable into the server, the network seems to recover.
Any thoughts?
I look at the logs for that time, Only thing I see at all different is:
In ????? /var/log/secure
"subsystem request for sftp" after the ssh2 login, so I take it the person is opening a data transfer window
...
Accepted password for billybob from...<snip>... ssh2
... subsystem request for sftp
....
In ????? /var/log/messages
Not sure if this is anything at all...but..
