That should be in the nspr library. What version do you have installed?
rpm -q nspr
wget
http://mirrors.tummy.com/pub/fedora.redhat.com/fedora/linux/updates/11/i386/nspr-4.8-1.fc11.i586.rpm
then 'rpm -Uvh nspr*.rpm'
