Charitable (501c(3)) non-profits in good standing may be able to draw on
surplus state and federal property before it goes to public auction, as
long as it advances the stated purpose of the organization. The linked
site mentions there will be a moratorium on dispersal a week before the
auction.

It isn't donated, exactly, but CU's public auctions usually have some
laptops at very reasonable prices. The next auction is coming up Feb 6.
