Are any iptables rules running? You need to figure out whether the kernel is getting the requests
and if so, where it's sending the replies.
I don't have any ideas beyond that.

I use SSH rather than a second instance.
You can run openvpn on your Linux client using the Windows client's config. You'd be best off not
running the Linux config at the same time.
