Does dmesg report anything when you unplug/replug the usb cable?
My laptop has an Atheros AR8132 (100 base T wired) on the MB and
occasionally the driver doesn't detect the controller on the first
boot, but does find it on the second one.
For a wired network I would use 'ip link show' to see if the driver
registered the network device. Maybe the wlan drivers are supposed
to do the same so it would help pinpoint whether the driver
knows about the device. Have you checked to see if udev might be
interacting with the device discovery (e.g. persistent-net.rules)?
