So I happen to know someone who might need to use Cisco AnyConnect.  There's a Free client: 
http://www.infradead.org/openconnect/index.html.

The tech page seems to indicate this all happens with HTTP(S).  So maybe that's where your legal 
requirement comes from.  No idea if there's a server to implement this, other than Cisco devices.
