To me, this is a little like celebrating blocking a kick to the crotch while still being kicked in the face.
Washington, the BSA (Microsoft, et al), MPAA, and RIAA's lobbyists are still there, "doing their jobs". We haven't stopped them, we just blocked a kick and it took three million people screaming "this is idiocy" to do it.
I'll celebrate when stupid ideas like this are simply outside the federal government's jurisdiction.
<rant>
AND we don't meddle in the affairs of sovereign nations in ways we ourselves would not want
AND the nation has a balanced budget which includes a plan to significantly reduce the debt
AND "doing your taxes" is simple, fair, and affordable
AND our government stops "stimulating" the economy by devaluing money and discouraging savings
AND we the people begin to habitually enforce the limits on their power, so that the idea of buying favors from politicians is just silly
</rant>
The root problem ain't fixed. This is a game of whack-a-mole that we can't win while we encourage totalitarianism. (That's when the power of the federal government is unlimited).
