ATA adapters are usually sold as standalone devices.
If you only have analog phones, you connect them to an ATA adapter and
connect the adapter to your PBX.

For instance if your PBX only has ethernet ports, you can use a voip phone
(Cisco, Polycom, etc.) then you dont need an analog adapter.

You can find small ATAs fairly cheap.
